History of Rakhine

Kingdom of Rakhine
Rakhine State occupies the northern coastline of Myanmar up to the border with Bangladesh and corresponds to the historical Kingdom of Arakan. The history of Rakhine is divided into 7 parts - the independent kingdoms of Dhanyawadi, Waithali, Lemro, Mrauk U, Burmese occupation from 1784 to 1826, British rule from 1826 to 1948 and as a part of independent Burma from 1948.
The Arakanese kingdom was conquered on 31 December 1784 by the Burmese Konbaung Dynasty. In 1826, Arakan was ceded to the British as war reparation after the First Anglo-Burmese War. It became part of the Province of Burma of British India in 1886, after the annexation of Burma by the British. Arakan became part of the Crown Colony of British Burma which was split off from British India in 1937. Northern Rakhine state became a contested battleground throughout the Japanese occupation of Burma. After 1948, Rakhine became part of the newly independent state of Burma. However, the independence of Arakan was just in paper after a few years because Myanmenization or nationalism of Myanmar broke up civil war across nationwide. In 1973, Arakan became a state of the Socialist Republic of the Union of Burma, designated as the homeland of the Rakhine people.
Sporadic communal strife has plagued Arakan since colonial times, between the majority Arakanese who are Buddhist, and Muslim communities, many but not all of whom came into Arakan with British rule. The latest conflagration was in June and October 2012.

Dhanyawadi[edit]

Rakhine's ancient kingdoms are divided into four separate periods.
Arakanese legends claim that the history of the Rakhine people began in 3325 BC, although archaeological evidence supporting this claim is unavailable. "The presently dominant Rakhine are a Tibeto-Burman race, the last group of people to enter Arakan during 10th century and on.” (Pamela; The Lost Kingdom, Bangkok, 2002, P-5)]. Various Arakanese kingdoms stretched from the Ganges Delta to Cape Negrais on the Irrawaddy Delta.
Ancient Dhanyawadi lies west of the mountain ridge between the Kaladan and Le-mro rivers. Dhannyawadi could be reached by small boat from the Kaladan via its tributary, the Tharechaung. Its city walls were made of brick, and form an irregular circle with a perimeter of about 9.6 kilometres (6.0 miles), enclosing an area of about 4.42 km2 (1,090 acres). Beyond the walls, the remains of a wide moat, now silted over and covered by paddy fields, are still visible in places. The remains of brick fortifications can be seen along the hilly ridge which provided protection from the west. Within the city, a similar wall and moat enclose the palace site, which has an area of 26 hectares (64 acres), and another wall surrounds the palace itself.
At times of insecurity, when the city was subject to raids from the hill tribes or attempted invasions from neighbouring powers, there would have been an assured food supply enabling the population to withstand a siege. The city would have controlled the valley and the lower ridges, supporting a mixed wet-rice and taungya (slash and burn) economy, with local chiefs paying allegiance to the king.
From aerial photographs we can discern Dhannyawadi's irrigation channels and storage tanks, centred at the palace site. Throughout the history of Rakhine, and indeed the rest of early Southeast Asia, the king's power stemmed from his control of irrigation and water storage systems to conserve the monsoon rains and therefore to maintain the fertility and prosperity of the land. In ceremonies conducted by Indian Brahmins the king was given the magic power to regulate the celestial and terrestrial forces to control the coming of the rains which would ensure the continuing prosperity of the kingdom.

VESALI (Waithali )[edit]

It has been estimated that the centre of power of the Arakanese world shifted from Dhanyawadi to Waithali in the 4th century AD. Although it was established later than Dhanyawadi, Waithali is the most Indianized of the four Arakanese kingdoms to emerge. Like other Arakanese kingdoms, the Kingdom of Waithali was based on trade between the East (pre-Pagan Myanmar,Pyu, China, the Mons), and the West (India, Bengal, Persia).
Anandachandra Inscriptions date back to 729 AD originally from Vesali now preserved at Shitethaung indicates adequate evidence for the earliest foundation of Buddhism and the subjects of the Waithali Kingdom practised. Dr. E. H. Johnston's analysis reveals a list of kings which he considered reliable beginning from Chandra dynasty. The western face inscription has 72 lines of text recorded in 51 verses describing the Anandachandra's ancestral rulers. Each face recorded the name and ruling period of each king who were believed to have ruled over the land before Anandachandra.
Important but badly damaged life-size Buddha images were recovered from Letkhat-Taung, a hill east of the old palace compound. These statues are invaluabe in helping to understand the Waithali architecture, and also the extent of Hindu influence in the kingdom.
According to local legend, Shwe-taung-gyi (lit. Great Golden Hill), a hill northeast of the palace compound maybe a burial place of a 10th-century Pyu king.
The rulers of the Waithali Kingdom were of the Chandra dynasty, because of their usage of Chandra on the Waithali coins. The Waithali period is seen by many[by whom?] as the beginning of Arakanese coinage - which was almost a millennium earlier than the Burmese. On the reverse of the coins, the Srivatsa(Arakanese/Burmese: Thiriwutsa), while the obverse bears a bull, the emblem of the Chandra dynasty, under which the name of the King is inscribed in Sanskrit.

Le-Mro[edit]

Mrauk U, which means monkey's egg, may seem to be a sleepy village today but not so long ago it was the capital of the Arakan empire where Portuguese, Dutch and French traders rubbed shoulders with the literati of Bengal and Mughal princes on the run. Mrauk U was declared capital of the Arakanese kingdom in 1431. At its peak, Mrauk U controlled half of Bangladesh, modern day Rakhine State (Arakan) and the western part of Lower Burma. Pagodas and temples were built as the city grew, and those that remain are the main attraction of Mrauk-U. From the 15th to 18th centuries, Mrauk U was the capital of a mighty Arakan kingdom, frequently visited by foreign traders (including Portuguese and Dutch), and this is reflected in the grandeur and scope of the structures dotted around its vicinity.[1]
The old capital of Rakhine (Arakan) was first constructed by King Min Saw Mon in the 15th century, and remained its capital for 355 years. The golden city of Mrauk U became known in Europe as a city of oriental splendor after Friar Sebastian Manrique visited the area in the early 17th century. Father Manrique's vivid account of the coronation of King Thiri Thudhamma in 1635 and about the Rakhine Court and intrigues of the Portuguese adventurers fire the imagination of later authors. The English author Maurice Collis who made Mrauk U and Rakhine famous after his book, The Land of the Great Image based on Friar Manrique' travels in Arakan.
The Mahamuni Buddha Image, which is now in Mandalay, was cast and venerated 15 miles from Mrauk U where another Mahamuni Buddha Image flanked by two other Buddha images. Mrauk U can be easily reached via Sittwe, the capital of Rakhine State. From Yangon there are daily flights to Sittwe and there are small private boats as well as larger public boats plying through the Kaladan river to Mrauk U. It is only 45 miles from Sittwe and the seacoast. To the east of the old city is the famous Kispanadi stream and far away the Lemro river. The city area used to have a network of canals. Mrauk U maintains a small archaeological Museum near Palace site, which is right in the centre of town. As a prominent capital Mrauk U was carefully built in a strategic location by levelling three small hills. The pagodas are strategically located on hilltops and serve as fortresses; indeed they are once used as such in times of enemy intrusion. There are moats, artificial lakes and canals and the whole area could be flooded to deter or repulse attackers. There are innumerable pagodas and Buddha images around the old city and the surrounding hills. While some are still being used as places of worship today, others are in ruins, some of which are now being restored to their original splendor.[1]
The city eventually reached a size of 160,000 in the early 17th century.[2] Mrauk U served as the capital of the Mrauk U kingdom and its 49 kings until the conquest of the kingdom by the Burmese Konbaung Dynasty in 1784.

Trading city[edit]

Due to its proximity to the Bay of Bengal, Mrauk U developed into an important regional trade hub, acting as both a back door to the Burmese hinterland and also as an important port along the eastern shore of the Bay of Bengal. It became a transit point for goods such as rice, ivory, elephants, tree sap and deer hide from Ava in Burma, and of cotton, slaves, horses, cowrie, spices and textiles from Bengal, India, Persia and Arabia. Alongside Pegu and later Syriam, it was one of the most important ports in Burma until the 18th century.[citation needed]
The city also traded with non-Asian powers such as Portugal and then the VOC of the Netherlands. The VOC established trading relations with the Arakanese in 1608 after the Portuguese fell in favour due to the lack of loyalty of Portuguese mercenaries, such as Filipe de Brito e Nicote in the service of the Arakanese king. The VOC established a permanent factory in Mrauk U in 1635, and operated in Arakan until 1665.[3]
At its zenith, Mrauk U was the centre of a kingdom which stretched from the shores of the Ganges river to the western reaches of the Ayeyarwaddy River. According to popular Arakanese legend, there were 12 'cities of the Ganges' which constitute areas around the borders of present-day Bangladesh which were governed by Mrauk U, including areas in the Chittagong Division. During that period, its kings minted coins inscribed in ArakaneseKufic and Bengali.
Much of Mrauk U's historical description is drawn from the writings of Friar Sebastian Manrique, a Portuguese Augustinian monk who resided in Mrauk U from 1630 to 1635.

Colonial period[edit]

The people of Rakhine (Arakan) resisted the conquest of the kingdom for decades after. Fighting in border areas created problems between British India and Burma. The year 1826 saw the defeat of the Bamar in the First Anglo-Burmese War and Rakhine (Arakan) was ceded to Britain under the Treaty of YandaboAkyab was then designated the new capital of Rakhine (Arakan). In 1852, Rakhine (Arakan) was merged into Lower Burma as Arakan Division.
During the Second World War, Rakhine (Arakan) was given autonomy under the Japanese occupation and was even granted its own army known as the Arakan Defence Force. The Arakan Defence Force went over to the Allies and turned against the Japanese in early 1945.

Part of independent Burma[edit]

In 1948, Rakhine (Arakan) became a division within the Union of Burma. Shortly after, violence broke out along religious lines between Buddhists and Muslims. Later there were calls for secession by the Rakhine (Arakan), but such attempts were subdued. In 1974, the Ne Win government's new constitution granted Rakhine (Arakan) Division "state" status but the gesture was largely seen as meaningless since the military junta held power in the country and in Rakhine (Arakan). In 1989, the name of Arakan State was changed to "Rakhine" by the military junta.

1: Introduction
Burma (or today's Mayanmar) is a country of many nations - many races, ethnicities and religions. It is not a country either of or for any particular group - be they are the majority Bamar (Burman), the minority Shan, Kachin, Kayah, Kayin, Rohingya, Rakhine, Mon, Karen, Chinese, Indians, or whatever. And yet, time and again, this time-honored realization is either forgotten or deliberately ignored. 
Racism runs deep and acts like the Krazy glue holding members of each of these discernible groups together in their own domain, while it acts like a double-edged knife cutting through the fabric of the Burmese society, justifying hostility against disparate groups that have nothing in common either in language or in religion. And no group is treated as inhumanly as the Rohingya people of Burma, who live in the northwestern Arakan (Rakhine) state, bordering Bangladesh. The Burmese military government has denied them their citizenship rights, and through its atrocities and harassment have forced millions of the Rohingya to live either as stateless people in its own soil or as unwanted refugees elsewhere. To this sad account, add the daily hatred, racism and bigotry practiced by the Rakhine Maghs - the majority ethnic group living in Arakan. Their ultranationalist leaders and scholars have essentially become the ugly arm of the hated regime to justify the latter's draconian measures to uproot the Rohingya from their ancestral land. 
Khin Maung Saw's article "Islamization of Burma through Chittagonian Bengalis as Rohingya Refugees" is one such revisionist attempt by a deranged chauvinist Magh to rewrite the history of the Muslims of Arakan. Racism and bigotry are written all over the article. In this post-9/11 era of hatemongering and Islamophobia, it is not difficult to understand his evil mindset that steered him to concoct such an absurd idea that the Rohingya Muslims are working towards Islamization of Myanmar (Burma). Forget about the fact that Burma is a military-ruled country with no democracy, how could a mere 2 to 3 million people impose the dictates of their faith on a nation of 50 million, especially when they are denied all basic rights - of movement, assembly, marriage, education, jobs, etc.? One has to be either mentally unstable or very high in mind-altering drugs to hallucinate such a ludicrous idea!
As already recognized by scores of international organizations and human rights groups, including the US government and the UN, the legitimate rights of the Rohingyas of Arakan state of Burma towards equal rights and citizenship in their ancestral home cannot be throttled by hateful propaganda of anyone, and surely not by the paid agents of the rogue regime that have not given up on their divide-and-conquer policy to weaken genuine democratic aspirations of the people of Burma. And what better tactic than to stoke the fear of Islamization of the country by a persecuted minority that has already been brutalized and marginalized! Denied every right, enshrined in the Universal Declaration of Human Rights, these unfortunate Rohingya people, pushed to settle for an uncertain life of either statelessness or refugees, inside or outside Burma, must now defend their honor and dignity against hateful and bigotry-ridden campaigns by their fellow countrymen - the racist Rakhine/Maghs of Arakan! 
Racism and bigotry cannot come any worse than what thus far has been showcased by these evil children of Arakanese (and by default, Burmese) racism! It is sad to see that Saw who has been living in Germany has not learned anything from its past history of xenophobia. He had the choice to either reject or espouse the failed model of Nazi fascism that has had wrecked so much havoc and brought so much pain, shame and unbearable misery to its people. Instead of siding with the persecuted Rohingyas, he chose the hated monsters of the Nazi era as his model. One can only feel repulsed by such an evil choice. 
Thus, it is not surprising to discover the unmistakable similarities of Saw's fascist onslaught against the persecuted Rohingyas with those of the Jews of Nazi-era Germany. Like his other pseudo-historian peers - Aye Kyaw and Aye Chan (two unabashed fascists, by any account), his pattern of onslaught against the Rohingya people is borrowed from the hateful works of convicted war criminals like Julius Streicher of the Nazi era. One only has to change the terms 'Jew' to Chittagonian Bengali/Muslim or Rohingya, 'Judenstaat' to Islamization, and 'Germany' to Burma (Myanmar) to see the obvious similarity of their hate campaign. 
These demented and paranoid Theravada Buddhists of Arakan, often masquerading as intellectual voices of their community, are no democrats and surely not liberals. They are, in fact, closet fascists. If allowed to come to power or sway policy decisions, they will, in all likelihood, borrow the pages from the hated (German) SS manual and repeat the heinous crimes of their fellow coreligionists in Cambodia. It is no accident that Saw's mentor Aye Kyaw wrote the infamous 1982 Burma Citizenship Law that provided the blueprint for denying citizenship rights of the Rohingya people - the other dominant ethnic group of Arakan. It was done with a calculated precision to not only rob the properties of the Rohingya but also to uproot them en masse from the soil of Arakan, their ancestral home. It's an utterly devious and devilish conspiracy. 
Surely, these Buddhists of Arakan give a bad name to their religion and the non-violent founder of their faith. Their malicious words and acts of unfathomable bigotry, racism, aggression against and oppression of the Rohingya people show that they are misfits to the civilized world, especially in the 21st century when people have learned to live amicably burying their age-old prejudice. Indubitably, multi-culture, integration and pluralism -- a reality in most parts of our world today -- are alien concepts to them, and as such, are an anathema to everything that they stand for or crave for their fractured country along the ethnic line. 
The only way this country of many nations can survive and evolve into a civilized state is not through the brutal and savage arms of injustice, denial, xenophobia, abuse and oppression of the minorities but a federal democratic framework that genuinely protects all ensuring their human rights and equality without any discrimination. This means, the Rohingyas of Arakan should have the same rights as enjoyed by a Rakhine; the Karens have the same rights as enjoyed by a Bamar, and so on and so forth for all the races, tribes, ethnicities, and groups.
As much as the spiteful non-Muslim promoters of 'Islamization of Europe' and 'Islamization of America' have failed to bring about mass-scale onslaught against minority Muslims living in the West, and, instead, have unearthed their own unfathomable bigotry and racism, and the often-ignored but dirty little secret about the criminality of the homegrown terrorists and white hate-groups, the fascists of Arakan and Burma are doomed to failure with their fear-tactic of using boogeyman of 'Islamization of Burma.' Their disinformation campaign has also unearthed their true hideous selves.
2: Analysis: The Land and the Indigenous People of Arakan:
To incite violence and bigotry against the Rohingya Muslims of Arakan, Khin Maung Saw does not waste any time. He starts with a picture of a Muslim congregational prayer on the front page, followed by a photo of some soldiers (or possibly guerillas) sitting on the ground. The connotation is quite obvious. However, such fear-mongering tactics will not succeed and would only lay bare the hideous character of their accusers, as it did in Norway. After all, of all the various communities that call Arakan their home, it is the Rakhine Maghs of Burma that have continued to practice violence; they want a 'free' Arakan away from the no less monstrous military brutes of Burma, while still purporting to retain its racist, non-democratic and fascist character that does not allow integration and multi-culture. 
In his prologue Saw mentions the story of an 'ungrateful' camel that had dislodged its master from the tent. He does not duck the connotation by stating that the Rohingyas of Burma are like that camel in the story that are trying to dislodge the 'owner' of the tent. By 'owner', he obviously means his own race - the Rakhine Magh. 
Fact is, however, opposed to this make-belief fictional story put forth by the chauvinist Rakhine: the Rohingyas are neither the guests of Arakan nor are they trying to dislodge anyone. Far from the false Rakhine propaganda of being the outsiders who had settled in Arakan during the British rule of Arakan -- a persistent theme in the propaganda materials of Aye Kyaw, Aye Chan, Khin Maung Saw and other ultra-chauvinist racists of Arakan -- the existence of the Rohingya in the soil of Arakan predates the Magh influx to the territory from Tibet and other parts of Burma. 
As credible research work by unbiased historians and researchers have amply shown, these Rohingyas, derogatorily called the Kalas (by the racist Maghs of Arakan), are the descendants of the indigenous people of Arakan - the true Bhumiputras (adibashis) -- of the land. For instance, the distinguished historian (late) Professor Abdul Karim wrote, "In fact the forefathers of Rohingyas had entered into Arakan from time immemorial."
After all, as noted by many area historians the ancestors of Rakhines did not enter the territory until the 10th century CE. Historian D.G.E. Hall writes, 
"Burmese do not seem to have settled in Arakan until possibly as late as the tenth century A.D. Hence earlier dynasties are thought to have been Indian, ruling over a population similar to that of Bengal." 
M.S. Collis who did extensive research work on Arakan's history, including studying its coinage and old manuscripts, similarly concluded that "that Wesali was an easterly Hindu kingdom of Bengal, following the Mahayanist form of Buddhism and that both government and people were Indian as the Mongolian influx had not yet occurred." 
[Note: Wesali, or more correctly spelled as Vaishali, was an earlier capital of Arakan, established in late 8th century.]
Separated to the north by the high hills and deep forests of the Chin State and to the east by the almost insurmountable Arakan Yoma mountain range which divides the Arakan coastal area from the rest of Burma, the region came to be known as the land of the 'Kala Mukh' (Land of the 'Black Faces'), inhabited by these dark brown-colored Indians who had much in common with the people (today's Bangladeshis, or more particularly Chittagonians) living on the north-western side of the Naaf River, along the adjoining coastal areas of the Bay of Bengal. The resemblance was not limited to physical features like skin color, shape of head and nose alone, but also in shared culture and beliefs. They thrived on rice cultivation on the fertile planes and the abundant supply of fish in the nearby rivers, streams and the Bay of Bengal. The one-mile wide Naaf River was no barrier to sustain family and cultural ties between these sea-faring people living on either side of the river. Arakan's northern part Mayu, as noted by Dr. Moshe Yegar, can be seen as 'an almost direct continuation of eastern Bengal' [Bangladesh].
The Arakan Mountain range also served as a barrier inhibiting Burmese invasions, and allowing Arakan to develop as a separate political entity. As already noted and concurred by all historians the influx of the Sino-Tibetans (with Mongoloid features) in Arakan, resembling today's Rakhine stock, did not happen until after the collapse of the Vaisali kingdom in the 10th century CE.
What happened to the region in the centuries before and after this invasion? As evidenced by numerous archeological finds, it is obvious that the Hindu colonists, fuelled by their need for trade and commerce, gold and silver, first colonized the region in the early 1st century CE. According to Dr. Emil Forchhammer, a Swiss Professor of Pali at Rangoon College, and Superintendent of the newly founded Archaeological Survey (1881): "The earliest dawn of the history of Arakan reveals the base of the hills, which divide the lowest courses of the Kaladan and Lemro rivers, inhabited by sojourners from India... Their subjects are divided into the four castes of the older Hindu communities..."
By the 3rd century (CE), the coastal region of Kala Mukh (Arakan) had been settled with the colonists dominating and coexisting warily with the indigenous people. In the sites of major habitation Sanskrit became the written language of the ruling class, and the religious beliefs were those prevalent at that time in south-Asia (or Indian sub-continent). The Hindu kings that ruled the coastal territories of Chittagong also ruled the crescent of Arakan. Presumably, the indigenous people of Arakan, much like their brothers and sisters living to the north-west of the Naaf River in (today's) Chittagong, practiced some loose form of Hinduism.
The second phase of Indianization of Arakan occurred between the 4th and the 6th century CE, by which time the colonists had established their kingdom, and named their capital Vaishali. As a port city, Vaishali was in contact with Samatat (the planes of lower Bangladesh) and other parts of India and Ceylon (Sri Lanka). Historically, these early rulers came to be known as the Chandras and controlled the territories as far north as Chittagong.
The Anand Chandra Inscription, which contains 65 verses (71 and a half lines) and now sited at the Shitthaung pagoda, provides some information about these early rulers. Interestingly, neither the name of the kingdom or the two premier cities - Dhanyavati and Vaishali - is mentioned. This 11-foot high monolith, unique in entire Burma, has three of its four faces inscribed in a Nagari script, which is closely allied to those of Bengali and north-eastern India. As noted rightly by Noel Singer had it not been for Professor E.H. Johnston of Balliol College, Oxford, who translated the Sanskrit script and the Indian epigraphists before him, the contents of the Inscription which remained inaccessible for well over a thousand years would never have been known. 
The script on the panel on the east face is believed by Johnston to be the oldest. According to Pamela Gutman it was similar to the type of script used in Bengal (Bangladesh) during the early 6th century CE. As to the panel on the north face, Johnston mentioned that several smaller inscriptions in Bengali characters had been added in the 10th century. Gutman however felt that the principal text in this section is of the mid-11th century CE. The panel on the west face, which is reasonably preserved, is believed by Gutman to be of the earlier part of the 8th century. This priceless document not only lists the personalities of each monarch but also some of the major events of every reign.
So who is this Ananda Chandra? In verse 64, it clearly says that he was a descendant of the Saiva-Andhra monarchs [presumably of Banga or Bangladesh] whose kingdom was located between the Godavari and Krishna Rivers of Bengal, and close to the Bay of Bengal. The founder of this new dynasty was Vajra Sakti who reigned circa 649-665 CE. His successor was Sri Dharma Vijaya, who reigned from circa 665-701. As noted by Singer, and much in contrast to Rakhine claims, Dharma Vijaya was not a Theravada Buddhist, but probably a Mahayanist. The next in line was Narendra Vijaya who reigned from circa 701 to 704 CE. The next to rule was Sri Dharma Chandra, who reigned from 704 to 720 CE. He was the father of Ananda Chandra who was a munificent patron of Mahayana Buddhism and Hindu institutions.
As can be clearly seen from the above brief review, the rulers that ruled Arakan, in centuries before the Sino-Tibetan invasion, were of Indian descent, as were the people (the so-called Kalas) who lived there. They had much in common with Banga, or today's Bangladesh.
So what happened to those indigenous people after the invasion of Arakan in 957 CE by the Sino-Tibetan race? We have absolutely no historic evidence to suggest that they were exterminated. It is not difficult to understand that while the kingdom had changed hands, a majority of those indigenous people (the 'Kalas') continued on with their lives as usual, paying taxes (e.g., in grains) to their new rulers, as they had done before to the previous rulers. Some perhaps changed their faith to Buddhism, while many retained their ancestral religion. Theravada Buddhism, imported mostly from Sri Lanka, took centuries to take its root in Arakan, gradually replacing the Mahayanist Buddhism of the latter Vaisali rulers. 
It is also important to note that many of the Sinhalese Buddhists, who later came as monks and settlers to Arakan, were the descendants of Bengali Buddhists who had fled the country as a result of internecine wars that took place between the forces of Hinduism and Buddhism in nearby Bengal in the centuries before Islam came to the region. As Buddhism was almost wiped out in Bengal by the Hindu rulers and the Brahmin clergy, it found a safe haven in Sri Lanka where it flourished. And who would have thought that centuries later those Singhalese Buddhists (with a remarkable facial similarity with the people of Bengal), the progenies of fleeing Buddhists from Bengal, would one day become the harbinger of the new faith - Theravada Buddhism -- in Arakan and rest of Burma? 
While the previous Vaishali rulers looked westward, the newer Sino-Tibetan rulers looked eastward, thus allowing mixing of its race with the Burman people of today's Myanmar proper. Eventually Arakan became subservient to the Burman rulers of Pegu until 1287 CE. Over the centuries, thus, two communities emerged - one the indigenous with Indian (Bengali/Arakanese) features (the forefathers of today's Rohingya Hindus and Muslims) and the other, the new-comers with Mongoloid features (the forefathers of today's Rakhine Buddhists). It is not difficult to also conclude that in those days of porous borders across land and sea there were migration of other races and religions to this region. Buddhist monks, e.g., came from Sri Lanka bringing in their Theravada Buddhism, as did others, slowly changing the culture of the people living there. 
It is simply regrettable to notice how today's ultra-chauvinistic Rakhine and Burman intelligentsia with tunnel-vision refuses to widen their knowledge of the 'other' people, Hindus and Muslims, who share the same territory. Anything Indian/Bengali/Chittagonian is usually looked down and frowned upon. It is pure racism at its worst. 
3: The Muslim Factor in Arakan
Just as it happened throughout the coastal territories from the Arabian Peninsula to the Barbary Coast and the shores of Gibraltar and Iberian Peninsula (and beyond) via Alexandria, Tripoli and Tunis to the west, and to the shores of Mozambique (originally Musa-bin-Baik) via Zanzibar and Mombasa to the south, and to the lower Gangetic Delta (Bangladesh) and beyond (to the Strait of Malacca) via the Malabar Coast of India to the east, the maritime trade route in the India Ocean in those days (pre-dating European colonization) used to be controlled by the Arab/Persian Muslims. As they traded they also created pockets of settlements, and interacting with and marrying into the local populace, which slowly changed the local customs and culture. 
After the rapid expansion of Islam in the 7th century, according to Dr. Moshe Yegar, "Colonies of Muslims, both Arab and Persian, spread all along the sea trade routes... As early as the middle of the 8th century, a sizable Muslim concentration could be found in along the southern coast of China, in the commercial ports of southern India, and Southeast Asia.... Merchants brought silk, spices, perfumes, lumber, porcelain, silver and gold articles, precious jewels, jewelry, and so forth from these countries, and some of the trade made its way to Europe." "Because sailing ships were dependent on monsoon winds and seasons, it was essential for Arabs and other Muslim traders," writes Yegar, "to set up domiciles in ports that were located in the heart of local communities. Muslim settlements spread rapidly in Asian port cities as Muslim merchants became vital to the economy of the local communities."
The local inhabitants of Arakan, as noted in the British Burma Gazetteer (1957), had interactions with the so-called Mohammedans - the 'Moor Arab Muslims' (merchants/traders), dating at least to the time of Mahataing Sandya (8th century CE). As to the Muslim settlements in Arakan, the renowned scholars of the early 20th century, Professor Enamul Haq and Abdul Karim Shahitya Visarad wrote in 1935: "The Muslim influence in Roshang [Mrohang: the capital of Arakan during the Mrauk-U kingdom] and modern Chattagram [Chittagong] has been noticeable from ancient times. The Arab traders established trade link with the East Indies in the eighth and ninth century AD. During this time Chittagong, the lone seaport of East India, became the resting place and colony of the Arabs. We know from the accounts of the ancient Arab travelers and geologists including Sulaiman (living in 851 AD), Abu Jaidul Hasan (contemporary of Sulaiman), Ibnu Khuradba (died 912 AD), Al-Masudi (died 956 AD), Ibnu Howkal (wrote his travelogue in 976 AD), Al-Idrisi (born last half of 11th century) that the Arab traders became active in the area between Arakan and the eastern bank of the Meghna River [in today's Bangladesh]. We can also learn about this from the Roshang national history: when Roshang King, Maha Taing Chandra (788 - 810 AD) was ruling in the 9th century, some ship wrecked Muslim traders were washed ashore on 'Ronbee' or 'Ramree' Island. When they were taken to the Arakanese king, the king ordered them to live in the village (countryside) in his country. Other historians also recognized the fact that Islam and its influence developed in Arakan in the 9th and 10th century AD." [Explanatory notes within the parentheses [ ] are mine. It is worth noting that in the dialect prevalent in Chittagong and Arakan the vocal sounds 'Ha' and 'Sha' are interchangeable. Thus the words Roshang and Rohang are interchangeable. - H.S.]
R.B. Smart writes in the British Burma Gazetteer as follows: "The local histories relate that in the ninth century several ships were wrecked on Ramree Island and the Mussalman crews sent to Arakan and placed in villages there. They differ but little from the Arakanese except in their religion and in the social customs which their religion directs, in the writing they use Burmese, but amongst themselves employ colloquially the language of their ancestors." 
As noted by renowned historian Professor Abdul Karim, "The important point to be noticed about these shipwrecked Muslims is that they have stuck to their religion, i.e. Islam and Islamic social customs. Though they used Burmese language and also adopted other local customs, they have retained the language of their ancestors (probably with mixture of local words) in dealing among themselves. Another point to be noted is that the Arab shipwrecked Muslims have retained their religion, language and social customs for more than a thousand years."
These shipwrecked Arab Muslims became the nucleus of the Muslim population of Arakan; later other Muslims from Arabia, Persia and other countries entered into Arakan. 
Dr. Yegar says, "Beginning with their arrival in the Bay of Bengal, the earliest Muslim merchant ships also called at the ports of Arakan and Burma proper... Muslim influence in Arakan was of great cultural and political importance. In effect, Arakan was the beachhead for Muslim penetration into other parts of Burma even if it never achieved the same degree of importance it did in Arakan. As a result of close land and sea contacts maintained between the two countries, Muslims played a key role in the history of the Kingdom of Arakan."
It is no accident that Akyab (today's Sittwe, the capital of Arakan state of Burma, situated on the south-eastern bank of the Naaf River) is a Farsi name, as are so many other towns and villages named, and how over the centuries most of these local inhabitants along the coastal towns and villages, tired of a corrupt form of their ancestral region, would convert to Islam. And this happened centuries before Muslim rulers governed some of those territories. 
Professor Enamul Haq and Abdul Karim Shahitya Visarad wrote: "The Arabic influence increased to such a large extent in Chittagong during mid-10th century AD that a small Muslim kingdom was established in this region, and the ruler of the kingdom was called 'Sultan'. Possibly the area from the east bank of the Meghna River to the Naaf was under this 'Sultan'. We can know about the presence of this 'Sultan' in the Roshang [Mrohang, the capital Arakan during the Mrauk-U dynasty] national history. In 953 AD Roshang King, Sulataing Chandra (951-957 AD) crossed his border into Bangla (Bengal) and defeated the 'Thuratan' (Arakanese corrupt form of Sultan), and as a symbol of victory setup a stone victory pillar at a place called 'Chaikta-gong' and returned home at the request of the courtiers and friends. This Chaik-ta-gong was the last border of his victory, since according to Roshang national history - 'Chaik-ta-gong' means 'war should not be raised'. Many surmise that the modem name of Chittagong district originated from Chaik-ta-gong."
If the story of Arakanese king -- mentioned in its Chronicles -- moving into Chittagong can be believed, in southern Bangladesh, especially in Chittagong, not only was there a Muslim community present but also a Muslim Sultanate ruling there in the 10th century. It may explain why Dr. Than Tun, the former Rector of Mandalay University and Professor of History at the Rangoon University, believed that the kings mentioned in the Inscription might have been Rohingyas, who lived in the eastern part of the Naaf River. He writes, "In the Kyaukza or stone inscription of 1442, it was written that some Muslim kings of Arakan were the friends of king of Ava."
In their masterpiece, Arakan Rajshavay Bangla Shahitya, Professor Enamul Haq and Abdul Karim Shahitya Visarad continued, "In this way the religion of Islam spread and the Muslim influence slowly extended from the eastern bank of the Meghna to Roshang Kingdom in the 8th and 9th centuries. From the travelogues of the Egyptian traveler to India, Ibn Batuta (14th century AD) and from the accounts of the Portuguese pirates in the 16th century, the influence of the 'Moors' or Arabs was waxing till then. So it is evident that long before the Muslim race was established in Bengal in the 13th century, Islam reached to this remote region of Bengal. A conclusion may easily be drawn that after the establishment in Bengal, Islam further spread in the region. That is why Bengali literature was for the first time cultivated among the Muslim of the region. Since the 15th century onwards the Muslims of this region began to engage themselves in the study of Bengali, that is, began to write books in Bengali, of which we have lots of proofs."
The Muslim saints, the Sufis, who came in hundreds to the shores of Bay of Bengal had a fabulous influence in proselytizing the local inhabitants to Islam. The Arakanese chronicle gives reference to the traveling of Sufis in that country at the time of the king Anawarhta (1044-1077 CE) during Pagan period. Even, a Russian merchant, Athanasius Nitikin, who traveled in the East (1470), mentions regarding activities of some Muslim Sufis of Pegu. The Merchant pictured Pegu as "no inconsiderable port, inhabited by Indian dervishes. The products derived from thence are manik, akhut, kyrpuk, which are sold by the dervishes." As noted by Dr. Mohammed Ali Chowdhury, these dervishes were Muslims, and probably of Arab descent, and that at that time some Muslims (from nearby Muslim India) had settled in those places.
As it happened throughout history, wherever Muslims went and settled, they were able to proselytize the local people. The simplicity of their faith, views about salvation, egalitarian characteristics and ease of practice, and their ethos - morals, values, dealings, manners and customs -- had a profound effect on the local population to gravitate them to the faith of these strangers, the newcomers, away from the degenerative form of their own religion that they had endured. These migrant Muslims married into the local populace and parented children. 
In his book, The Essential History of Burma, historian U Kyi writes, "The superior morality of those devout Muslims attracted large number of people towards Islam who embraced it en masse."
This essential piece of history of the Muslims of the coastal regions of today's Bangladesh and Arakan state of Burma is simply ignored by chauvinist elements within the Rakhine and Burmese community. They cannot imagine Islam amongst the ordinary masses without rulers being of the same faith. They also forget that Islam from its very inception has been a simple practical religion, away from the curses of racism, supremacist concepts and caste system that so overwhelmingly dominated the then Buddhist and Hindu culture. While the temples, statues, mandirs and pagodas were built with gold and precious ornaments, and monks and priests held the demigod status enjoying the benefits of the vast material resources that were endowed to them for their upkeep, ordinary people went hungry and poor, and were forced to lead a life of begging and eternal servitude. It is no accident of history either that vast majority of people in places like Malaysia, southern Philippines and Indonesia, where no Muslim army went, would one day become Muslims and abandon their ancestral religions. 
The restoration of the deposed king Narameikhla (Mong Saw Mwan) to the throne of Arakan by the Muslim Sultan Jalaluddin Muhammad Shah of Bengal, thus ushering in the Mrauk-U dynasty (1430-1784 CE), is a turning point in the history of Arakan. From this time onward, many of its rulers, indebted to the Muslim Sultan adopted Muslim names (and may even have converted to Islam), a practice that would continue for the next two centuries, until 1638 CE. It is worth noting here that when Narameikhla was dethroned in 1404 CE by the Burman forces, he chose to flee to Muslim Bengal instead of either the Buddhist-ruled Tripura or the Hindu-ruled territories of India. 
When the king Naramikhla reached the capital, he was widely acclaimed by his people. He was aided by two contingents of 50,000 Muslim soldiers (first under General Wali Khan and later under Sandi Khan) many of whom later settled in Arakan. They became his advisers and ministers making sure that the territory was not lost again to the Burmans. 
The first thing Naramikhla did after regaining his throne was to transfer the capital from Launggyet to Mrohaung, which in the hands of Bengali poets and people became Roshang (Rohang). Those Muslims established the Sandi Khan Mosque in Mrohaung. Their descendants, as noted by the Bengali poets of the 17th century, held high positions during the Mrauk-U dynasty. During the successive centuries the Muslim population in Arakan grew in large numbers as a result of inter-marriage, immigration and conversion. [In my travels around the Diaspora communities, I have come across many of the descendants of those soldiers who came and settled in Arakan during Narameikhla's time. As Anthony Irwin had noted some 70 years ago, these Muslims look quite different than average Bangladeshis; many of them have distinct Arab and Persian touch about them; many even have Mongoloid touch.]
As a vassal state of the Muslim Sultanate to the west, Arakan adopted the superior Muslim culture from the west in its courts, and minted coins with Arabic inscription of the Muslim article of faith (kalima). In this way, Arakan remained subordinate to Bengal until 1531. Interestingly, however, as noted above, its kings continued using Muslim titles even after they were liberated from dependency on the sultans of Bengal. As to the reason behind this practice, Dr. Yegar writes, "[T]hey were influenced by the fact that many of their subjects had become Muslims. Indeed, many Muslims served in prestigious positions in the royal administration despite its being Buddhist." In Rakhine Maha Razwin (Great History of Arakan), Tha Thun Aung describes mass conversion of many Arakanese to Islam in the 15th and 16th centuries. 
Because of her geographical proximity with the south-eastern parts of Bengal, Arakan developed both political and cultural ties with its neighbor to the north-west. Major Muslim settlements developed along the rivers of Lemru, Mingen, Kaladan, Mayu and Naaf. Its courts and royalties patronized Bengali literature. Some of the best known classical Bengali poets (Alaol, Dawlat Qazi and Mardan) came from Arakan. Its capital city essentially became the breeding ground for Bengali literature in the 17th century. This Mrauk-U period also came to be known as the 'Golden Age' in the history of Arakan. 
It is also worth mentioning here that as a result of rather lax administrative control of Chittagong by the Mughal and Afghan rulers, and the intermittent rebellion by the Sultans of Bengal against the central government in Delhi, the territory was lost to Arakan between 1580 and 1666 CE. So the ties between Chittagong and Arakan were no less striking than those visible today in places like Texas and California with Mexico.
In their masterpiece work "Arakan Rajsabhay Bangala Shahitya," Abdul Karim Shahitya Visarad and Dr. Enamul Haq wrote, "The way Bangali flourished in the court of the 17th century Arakan, nothing of that sort is found in its [Bengal's] own soil. It is surprising that during the exile of Bengali language in Arakan, it was greatly appreciated by the Muslim courtiers of the Arakanese kings and the Muslim poets of East Bengal, especially those of the [greater] Chittagong Division."
These scholars further wrote, "The study of Bengali literature that the Muslim initiated reached perfection under the aegis of the courtiers of the Roshang kings. It is needless to say that the Kings' Court of Roshang got filled up with Muslim influence long before this. From the beginning of the 15th century AD the Kings' Court of Roshang by luck was compelled to heartily receive the Muslim influence...
.... [T]he powerful intrusion of the Muslim influence that penetrated into the Kings' Court of Roshang in the fifteenth century AD grew all the more in the following centuries. This influence gradually grew so strong that it reached the highest point in the seventeenth century. The Bengali literature in this century shows the full picture of the Muslim influence in the King's Court of Roshang."
How can this piece of history about flourishing Bengali literature and the presence of Muslim courtiers and subjects in Arakan be ignored by any objective analyst?
Nor should one forget that when the Mughal Prince Shah Shuja, the Governor of Bengal (1639-59), chose to take asylum in 1660 CE instead of submitting to the authority of Aurangzeb - the new Mughal Emperor, he chose Arakan, which already had many high ranking Muslims serving the king of Arakan. He was accompanied by his family members and retinues, which included hundreds of bodyguards. Upon arrival, however, the Mughal Prince was betrayed by the Arakanese king Sanda Sudamma. While there are competing accounts as to what had ultimately happened to the fate of the Prince, including one account that suggests that Shah Shuja and his family members were treacherously murdered (and another that suggests that he was able to flee to Manipur with some of his retinues), there is little doubt that many of his guards who were attacked savagely by the Maghs of Arakan fled to the nearby jungle. Some of the surviving guards were later made royal archers and bodyguards serving the Arakanese king. Their descendants, known as the Kamans or Kamanchis (bowman), are to be found settled mostly in Rambree Island. Some of the followers of Shah Shuja escaped the persecution of Maghs and crossed to Burma. The king of Ava settled them in Ramethin, Shwebo, Maydu and Meiktila. Their descendants can be found today in these places.
There was yet another kind of interaction between the Kingdom of Arakan with its eastern neighbor Bengal, beginning in the 17th century, when gaining strength, the kings of Arakan would allow the plunder of Bengal, and Bengali captives - tens of thousands - would be brought to work as slaves in Arakan. When the Portuguese moved to the Bay of Bengal, they were allowed to set up their military posts in Arakan. In return, the Portuguese aided the Rakhine Maghs in their piracy in Bengal, terrorizing its people and harassing the Mughal forces. The joint Magh-Portuguese marauding expeditions into Bengal continued well after they were routed out of Chittagong in 1666 by Shaista Khan, the Mughal Viceroy (Subedar) of Bengal and his son General Bujurg Umid Khan. Taking captives, most of whom were Muslims, forcing them into slavery was an important part of those raids.
Friar Manrique, a Portuguese priest who visited Bengal and Arakan and who spent six years in the Augustinian Church at Dianga (Deang, near Chittagong town), was himself a witness to such Magh-Portuguese piratical raids. He wrote, "They usually made there general attacks three or four times in the year, irrespective of minor raids which went on most of the year, so that during the five years I spent in the kingdom of Arracan, some eighteen thousand people came to the ports of Dianga and Angarcale." 
As can be seen from Manrique's account, the number of those captives was not small, and was in excess of 3,000 per year, and continued for well over a century of piracy. This is further evidenced by the fact that when the Chittagong fort fell into the hands of the Mughals, 10,000 Bengali (both Muslim and Hindu) captives got liberty and they went to their homes. While the Portuguese pirates sold their captives and/or forcibly baptized them into Christianity, the Magh pirates forced theirs into slave labors in the paddy fields along the Kaladan River (the river was named after these Kalas). So these captives also helped in increasing the Muslim population of Arakan. The descendants of these captives mostly reside now in Kyauktaw and Mrohaung Townships of Arakan.
According to historian Professor Abdul Karim, "In the 17th century the Muslims thronged the capital Mrohaung and they were present in the miniature courts of ministers and other great Muslim officers of the kingdom. An idea of their presence is available in the writings of Muslim poets like Alaol who wrote that people from various countries and belonging to various groups came to Arakan to be under the care of Arakanese king. The Portuguese Padre Fray Sebastien Manrique visited Arakan and stayed for some time; he was also present in the coronation ceremony of the Arakanese king held on 23 January 1635. He gives a description of the coronation procession and says that of the several contingents of army that took part in the coronation, one contingent wholly comprised of Muslim soldiers, let by a Muslim officer called Lashkar Wazir. The leader rode on Iraqi horse, and the contingent comprised of six hundred soldiers. In other contingent, led by Arakanese commanders also there were Muslim soldiers. This evidence of Sebastien Manrique combined with the fact that there were several Muslim ministers in Arakan gives a good picture of the presence of the Muslim in Arakan in the 17th century. The influence of the Muslim officers over the king of Arakan is also evident from the episodes mentioned by Sebastien Manrique."
The Muslims of Arakan, therefore, are an amalgam of new migrants - Shaikhs, Syeds, Qazis, Mollahs, Alims, Fakirs, Arabs, Rumis (Turks), Moghuls, Pathans - from various parts of the Muslim world that settled during and before the Mrauk-U dynasty, including the captives (the so-called Kolas) brought in from various parts of Bengal and India, and the indigenous Muslims (the children of Bhumiputras who had converted to Islam over the centuries). They created the genesis of what we call the Rohingya Muslims. To put it succinctly: the Rohingya Muslims are the descendants of the indigenous 'Kalas' that either converted or mixed with the Muslim settlers/travelers/Sufis (including Arab/Persian merchants, traders) to the region, the non-returning soldiers who came to restore Narameikhla to the throne of Arakan, the unwilling captives and others that called Arakan their ancestral home. Hence, the Rohingya Muslims are not an ethnic group, which developed from one tribal group affiliation or single racial stock, but are an ethnic group that developed from different stocks of people. 
As already demonstrated, the conversion of these indigenous people to Islam has been no different than what has happened throughout history in the last 14 centuries along the coastal regions from Mozambique to Malacca. It should, therefore, come as no surprise that the Rohingyas of Arakan while having some similarities in matters of physical features, and borrowing religious, linguistic and cultural heritage with their neighbors to the west would develop their own distinct identity, albeit a hybrid or mosaic one. They are neither Chittagonians nor are they Bengalis [Bangladeshis].
The Rohingya Muslims - the 'Musulman Arakanese' - as Anthony Irwin noted, 'are quite unlike any other product of India or Burma that I have seen.' Similarly, Moshe Yeager noted, "There is very little common - except common religion - between the Rohingyas of Arakan and the Indian Muslims of Rangoon or Burmese Muslims..." 
While their ancestral territory would later be colonized by the Tibeto-Burman Buddhists (i.e., the ancestors of today's Rakhines) whose cultural ties have been towards the east, it is the strength of their group character that the Rohingyas of Arakan were able to retain their linguistic and genealogical ties to the soil. After all, the Rakhines are genetically, culturally and linguistically closer to the Burmans (of Burma). On the other hand, as Dr. Yegar noted 'the Rohingyas preserved their own heritage from the impact of the Buddhist environment, not only as far as their religion is concerned, but also in ... their culture.'
As the children of the indigenous people of Arakan, the Rohingyas have as much right, if not more, as the Rakhine Buddhists, to identify themselves with the name that they prefer to describe them. If the late-coming Tibeto-Burman admixture has no problem in calling itself the Rakhaing of Arakan, no outsider (and surely not its abuser) has any right to either define the Rohingya maliciously or deny the same privilege in self-identifying itself. 
To call these indigenous people of Arakan -- who identify themselves as the Rohingyas in Burma - "unwanted guests" is like calling the Native Americans unwanted refugees who had settled in America after the Europeans. As much as no massacre of yesteryears and ghettoization of the Native Americans today in designated American Indian Reservation camps can obliterate their genuine right, place, history and identity, no propaganda and government or non-government sponsored pogroms can erase the rightful identity of the Rohingya people of Burma. They are the children of the soil of Arakan. 
4: The Demography Controversy
According to the Encyclopaedia Britannica, the population in Arakan grew to 173,000 in 1831, 248,000 in 1839, 461,136 in 1871 and 762,102 in 1901. For the total population in Arakan to grow to those numbers it would have required yearly annual growth rates of 11.59%, 7.24%, 3.46%, and 2.74% within the first 5, 13, 45 and 75 years, respectively, since 1826. Since the first two growth rates (until 1839) cannot be explained away from natural growth, one must look at huge influx or migration from outside to Arakan as the key contributor to understand the phenomena.

The above table from Burma Gazeteer, Akyab District (p. 86), clearly shows that there were at least 58,000 Rohingyas, who had identified themselves as Muslims, back in 1871, challenging, thus, Saw's disingenuous claim that they were a product of the late 19th century British immigration policy for rice cultivation, and railway construction, etc. The Muslim population in the Akyab district should not come as a surprise given the fact that soon after the annexation of Arakan by the East India Company (EIC) in 1826, Mr. Paton, the British official who was the Controller of the Civil Affairs in Arakan, prepared an official report in which he mentioned that the total population of Arakan did not exceed 100,000 of which 60,000 were Maghs (Arakanese Buddhists) and 30,000 (Rohingya) Muslims. Here again, in contrast to Saw's devious claims, there were already 30,000 Rohingyas living inside Arakan back in 1826. They could not have been planted by the EIC.
As the other three columns in the table above show from my calculation, the Muslim population within the district, which was 21% in 1871, became 33.7% in 1911, i.e., after 40 years. During the same period, Burmese population had jumped from 1.67% to 17.4%. Is this growth reasonable for both these population groups? What could also explain the negative growth rates amongst the Arakanese and Hilly people between 1901 and 1911? 
A comparison of the population data in 1871 for the Akyab District vis--vis the Arakan Division shows that nearly 60% of the Division's population lived inside the Akyab District, which had transformed itself from a fishing village in 1826 to a fast-growing town. As noted by the Imperial Gazeteer of India, nearly half the Muslim population of the province lived within the Akyab District, their total number could have been well over 100,000 (or at least 97,092) in 1871, thereby constituting nearly a quarter of the total population of 461,136 (per Britannica). The Muslim proportion in 1901 and 1911 census data is close to Mr. Paton's report, albeit nearly three-quarter of a century later! 
Assuming 62% share of the total population, the Rakhine population inside Arakan could have been at least 286,010 in 1871. It would take the Muslim (Rohingya) and Buddhist (Rakhine) population to grow annually by 2.64% and 3.53%, respectively, to reach those figures of 1871. 
It must, however, be pointed out that owing partly to cultural norms of being celibate and/or marrying late, the fertility rate (~ 1%) amongst Buddhists has always been lower than Muslims and Hindus. The figure of 3.53% for the Rakhine Buddhist population is simply untenable by any measure, and could not have been possible without external factors like immigration from outside the territory. On the other hand, as we shall see below, the annual growth rate of 2.64% (between 1826 and 1871) amongst the Rohingya Muslims is not unrealistic at all. Even in this age of family planning (21st century), the yearly population growth rate amongst Muslims is about 2%, and figures as high as 3% are not too uncommon. 
Amongst the racist elements within the Rakhine and Burmese Buddhist communities, much fuss has been made about the so-called influx of Muslim peasants from Chittagong. Given the EIC's prime desire to increase its coffer, it is natural that it encouraged migration to Arakan of the descendants of the former refugees who had settled in Chittagong. Jacques Leider's research does point out that "The major interest of the East India Company in Arakan lay in the extension of rice cultivation in the Kaladan and Lemro Valleys. This plan succeeded because the scores of Bengal Muslim labourers who had been imported from Chittagong in the middle of the nineteenth century, Akyab, the new capital, had indeed become a major port of export of rice for Europe." One can notice that Leider mentions scores, and not thousands, of these laborers from Bengal. Such a small influx obviously did not alter the size of Muslim proportion. It is also possible that these seasonal migrant workers returned to Muslim-majority Bengal.
The sudden rise in population within the first few years of British occupation strongly suggests that there were more such 'immigrants' from within the Arakanese Buddhist population than any other community. For instance, there were extra 73,000 individuals in Arakan just within the first five years of British occupation, suggesting very strongly that they were recent immigrants from outside, notably from Bengal. Within the next eight years, another 75,000 individuals had added to the list of which probably 60,000 had moved from other places (the remainder being natural growth). As the law and order condition inside Arakan improved, especially after the second and third Anglo-Burmese wars, many other descendants of former refugees moved into Arakan.
As can be seen from the table below the annual growth rate of 7.8% between 1871 and 1911, esp. 10% between 1901 and 1911, amongst the Burmese population cannot be explained through natural process of procreation, and must have been influenced by external factors like migration to Arakan. The positive economic environment in Akyab must have contributed to such an influx of the Burmese people moving into the district. One can also notice that many Arakanese Buddhists had moved away to other places between 1901 and 1911. Thus, it is no accident that their percentage fell to 39.52% of the population in 1911 from being 47.9% in 1901. Could they have migrated to Chittagong Division? Since the 10% increase within the Burmese community seems unreasonable, is it possible that many of the Rakhines had identified them as Burmese and not as Arakanese Buddhists? Whatever may be the real answer, suffice it to say that the huge gain within the Burmese population (56,434) and loss (21,217) within the Rakhine population in 1901-1911 cannot be explained away without considerations or possibilities of such external factors. So is the case with the Hilly and Shan peoples of Arakan.

Interestingly, while Khin Maung Saw cries foul about the declining Arakanese (Rakhine) and Hilly population -- becoming only 45.94% (=39.52+6.42) of the total population in Akyab in 1911, he pretends to suffer from selective amnesia about why there was the loss of 21,217 individuals amongst the Rakhines between 1901 and 1911. His silence about the loss of Hilly people whose numbers had steadily declined by 4557 from 1871 to 1911 (and 1469 between 1901 and 1911) is also strange. Only a half-educated intellectual fraud could ignore such obvious signs!
In the same period (1901-11) the Rohingya Muslim population in Akyab had only increased its share from 32.16% to 33.71%, which can be explained by 1.437% annual growth rate within the community. And this rate is only half the yearly growth rate common amongst Muslim population, and may suggest that some of the residents of the district could have moved elsewhere (including to the Chittagong Division). 
As already hinted, amongst many third world countries with a sizable Muslim population the yearly growth rate of 3% or higher is not uncommon. Consider the case of Pakistan (erstwhile West Pakistan prior to 16 December 1971) whose population grew 5-fold from a mere 34 million in 1951, shortly after the partition of India, to 170 million in 2010 (i.e. in six decades). Between 1951 and 1972, when it ceded Bangladesh, the yearly growth rate was 3.2%. Thanks to the family planning program, this rate has significantly come down to 2.5% in the period between 1972 and 2010.

For our purpose here, we need not go all the way westward to Pakistan, but can compare the growth rate of Muslims inside Arakan to that in nearby Bangladesh. As can be seen from the above table, Bangladesh (formerly East Pakistan) had a 2.8% yearly growth rate between 1951 and 1972. Thanks again to the family planning program, this rate has significantly come down to 1.7% in the period between 1972 and 2010. 
From the above analysis, it is quite obvious that the growth rate among the Muslims in Akyab (2.841%) between 1871 and 1911 is at par with the trends shown in Bangladesh (2.8%). Thus, all the fuss about massive migration of Muslims from Chittagong or Bangladesh to Arakan during the British rule is not only wrong and baseless, it is racist, to say the least. 
Even if we are to assume the conservative estimate of 2.8% growth rate amongst Rohingya Muslims since 1826, it is not difficult to estimate that their number could have grown to at least 313,716 in Arakan by 1911. The Rohingya population in Akyab District, per Saw's table, would have then comprised only 57% of their total population inside Arakan. 
So far from the utterly false claims of racist elements within the Rakhine community, the likes of Khin Maung Saw, Aye Kyaw and Aye Chan, the growth within the Rohingya Muslim community of Arakan was an organic one - a natural one, which had nothing to do with so-called influx or migration from British Bengal or Chittagong. On the other hand, much of the early increase in Rakhine and Burmese population to Akyab and Arakan do clearly show that it was due to external factors like migration. 
As every student of historiography knows the borders in those days were much porous, thus facilitating population movement. It is, similarly, not far-fetched to suggest that the many of those lost from Arakan census account of 1911, could well have migrated to places like Chittagong Hill Tract and Cox's Bazar (southern Chittagong) in today's Bangladesh. 
Conclusion:
In the above analysis of British-era demography of Arakan, in contradistinction to K. M. Saw's bloated and unsubstantiated claims that while "Arakan was a colonie d'exploitation to the British, but to the Chittagonian Bengalis, Arakan became a colonie de peuplement" what one actually notices is a clear racist campaign by a half-educated Burmese/Arakanese Buddhist extremist who has no knowledge of demography. Unfortunately, Saw is not alone and there are many within his ethnic community that thrives on selling poison pills of racism and bigotry against the Rohingyas of Burma. 
As we have noticed, the so-called influx to Arakan was caused by the Rakhines and not Rohingyas (or so-called Chittagonians from Bangladesh). The Rakhines of Arakan should be thankful that the Burmese government has not applied its highly racist and bigotry-ridden litmus test towards citizenship against them, many of whose ancestors had moved into the territory of Arakan from Bengal during the British rule. Their accusation against the Rohingyas of Arakan -- who are the true Bhumi Putras (the indigenous children of the soil) -- is like that of a criminal who accuses its victims. 
Regrettably, xenophobia, sponsored by the Burmese government and aided by Rakhaing ultra-nationalists, has caused forced exodus of 1.5 million Rohingya Muslims to seek refuge outside Burma, internal displacement of at least a million, and death of another 50,000. Rohingyas are denied each and every right guaranteed under the 1948 Universal Declaration of Human Rights. Extra-judicial killing and summery executions, humiliating movement restriction, denial of education, job and healthcare, rape of women, arrest and torture, forced labor, forced relocation, confiscation of moveable and immoveable properties, religious sacrileges, etc., are regular occurrences in Arakan, making the Rohingya people an endangered people of our time who require special protection under international laws.
As regional specialists like the distinguished historian - Professor David Ludden of the New York University (and previously with the Ivy League school - U Penn), have repeatedly shown through the massive scholarly works that bear their names - rather than having one singular origin, South Asia and South-East Asia have always included many peoples and cultures which had different points of origin and departures and followed distinctive historical trajectories. What is promoted by ultra-nationalist, narrow-minded revisionists, pseudo-historians as the single tree of their culture, rooted in their racial and religious myths, is actually more like a vast forest of many cultures filled with countless trees of various sizes, shades, ages, colors and types, constantly cross-breeding to fertilize one another. The profusion of cultures blurs the boundaries of the forest. The so-called cultural boundaries of our time are more like an artifact of modern national cultures than an accurate reflection of pre-modern conditions. 
Will the revisionist historians and charlatan scholars of Burma reflect upon this fact and amend their ways to make a more inclusive world in our time? 
It is high time that the government of Burma repeal its utterly criminal, morally indefensible, repugnant and inhuman Citizenship Law that has denied the right of citizenship and belonging to the millions of Rohingyas of Arakan, who are the true children of the soil.

Executive Summary

The deadly attacks on Border Guard Police (BGP) bases in Myanmar’s northern Rakhine State on 9 October 2016 and the days following, and a serious escalation on 12 November when a senior army officer was killed, signify the emergence of a new Muslim insurgency there. The current violence is qualitatively different from anything in recent decades, seriously threatens the prospects of stability and development in the state and has serious implications for Myanmar as a whole. The government faces a huge challenge in calibrating and integrating its political, policy and security responses to ensure that violence does not escalate and intercommunal tensions are kept under control. It requires also taking due account of the grievances and fears of Rakhine Buddhists.

Failure to get this right would carry enormous risks. While the government has a clear duty to maintain security and take action against the attackers, it needs, if its response is to be effective, to make more judicious use of force and focus on a political and policy approach that addresses the sense of hopelessness and despair underlying the anger of many Muslims in Rakhine State. Complicating this is that Aung San Suu Kyi has some influence, but under the constitution no direct control over the military.
The insurgent group, which refers to itself as Harakah al-Yaqin (Faith Movement, HaY), is led by a committee of Rohingya émigrés in Saudi Arabia and is commanded on the ground by Rohingya with international training and experience in modern guerrilla war tactics. It benefits from the legitimacy provided by local and international fatwas (religious judicial opinions) in support of its cause and enjoys considerable sympathy and backing from Muslims in northern Rakhine State, including several hundred locally trained recruits.
The emergence of this well-organised, apparently well-funded group is a game-changer in the Myanmar government’s efforts to address the complex challenges in Rakhine State, which include longstanding discrimination against its Muslim population, denial of rights and lack of citizenship. The current use of disproportionate military force in response to the attacks, which fails to adequately distinguish militants from civilians, together with denial of humanitarian assistance to an extremely vulnerable population and the lack of an overarching political strategy that would offer them some hope for the future, is unlikely to dislodge the group and risks generating a spiral of violence and potential mass displacement.
HaY would not have been able to establish itself and make detailed preparations without the buy-in of some local leaders and communities. Yet, this has never been a radicalised population, and the majority of the community, its elders and religious leaders have previously eschewed violence as counterproductive. The fact that more people are now embracing violence reflects deep policy failures over many years rather than any sort of inevitability.
 A heavy-handed security response that fails to respect fundamental principles of proportionality and distinction is not only in violation of international norms; it is also deeply counterproductive. 
It is important for the government’s response to start from an appreciation of why a violent reaction from some Muslims in Rakhine State has emerged. The population has seen its rights progressively eroded, its gradual marginalisation from social and political life, and rights abuses. This has become particularly acute since the 2012 anti-Muslim violence in Rakhine. Disenfranchisement prior to the 2015 elections severed the last link with politics and means of influence. At the same time, the disruption of maritime migration routes to Malaysia closed a vital escape valve, particularly for young men whose only tangible hope for the future was dashed. An increasing sense of despair has driven more people to consider a violent response, but it is not too late for the government to reverse the trend.
It requires recognising first that these people have lived in the area for generations and will continue to do so. Ways must be found to give them a place in the nation’s life. A heavy-handed security response that fails to respect fundamental principles of proportionality and distinction is not only in violation of international norms; it is also deeply counterproductive. It will likely create further despair and animosity, increasing support for HaY and further entrenching violence. International experience strongly suggests that an aggressive military response, particularly if not embedded in a broader policy framework, will be ineffective against the armed group and has the potential to considerably aggravate matters.
So far, though there are indications of some training and solidarity, HaY does not appear to have a transnational jihadist or terrorist agenda. But there are risks that if the government mishandles the situation, including by continued use of disproportionate force that has driven tens of thousands from their homes or across the border to Bangladesh, it could create conditions for further radicalising sections of the Rohingya population that transnational jihadists could exploit to pursue their own agendas in the country. To avoid that requires subordinating the security response and integrating it into a well-crafted, overarching political strategy – building stronger, more positive relations between Muslim communities and the Myanmar state and closer cooperation and intelligence sharing with regional countries.

I.Introduction

This report examines the emergence of a new form of organised violent resistance in the Muslim-majority northern parts of Myanmar’s Rakhine State. It follows up Crisis Group’s detailed examination in 2014 of Rakhine politics, which should be referred to for a broader analysis of the dynamics in the state as a whole. It is important to know and acknowledge the perspectives of Rakhine Buddhists and their strongly-felt grievances. The current violence, however, is qualitatively different from anything in recent decades and has fundamental implications for the situation in the troubled state and potentially for Myanmar’s transition as a whole.
The report looks at the establishment of a new armed group, its objectives and international links; the response of the government and security forces; and the implications for the people of Rakhine State and the country. It is based on extensive research and interviews in Yangon; interviews with several members of the armed group in northern Rakhine State and villagers and key sources in the area; interviews with other sources connected to the group living outside Myanmar; interviews with members of the Rohingya diaspora, including in the Middle East; interviews with recent arrivals in Bangladesh who have fled Rakhine; and analysis of conversations on messaging applications such as WhatsApp over the last six months. Much research has been done by experienced personnel fluent in the local dialect spoken by Muslims in northern Rakhine State. In cases of particularly sensitive information and to protect the identities of interviewees and researchers, details of locations and dates have been withheld, replaced by a general description of the sourcing for a paragraph or section.
The term “Rohingya” is highly contested within Myanmar, because it is perceived as a claim of indigenous ethnic status by a community most Rakhine Buddhists, indeed most people in Myanmar, regard as immigrants from Bangladesh, and whom they therefore prefer to refer to as “Bengali”. The government has asked its officials and the international community to refrain from either term. “Rohingya” is used in this report not to imply endorsement of any particular historical narrative or political claim but because it is the term that community overwhelmingly refers to itself by, and because other terms such as “Muslims from Rakhine State” are less precise: several Muslim communities in the state do not identify as “Rohingya”, including (but not only) the Kaman, a recognised indigenous Muslim group. It is Muslims in the northern parts of Rakhine State that most strongly identify as “Rohingya”; those in the diaspora who so identify are overwhelmingly from this area, rather than central or southern parts of the state.

II.Previous Muslim Insurgency in Rakhine State

During the Second World War, Rakhine was the front line between the Japanese invaders and allied forces. Muslims and Rakhine Buddhists were on opposing sides; most of the former remained pro-British, while the latter supported the Japanese until a last-minute switch enabled the eventual allied reoccupation of Rakhine. Both communities formed armed units and attacked the other, with accounts of massacres on both sides in 1942-1943. Muslims fled to the north, where they were the majority, and Rakhine Buddhists moved south.
A mujahidin rebellion erupted in April 1948, a few months after independence. The rebels initially explored the possibility of annexing northern Rakhine State to East Pakistan (now Bangladesh), but Pakistan rejected this. They then sought the right of the population to live as full citizens in an autonomous Muslim area in the north of the state and an end to what they saw as discrimination by the Rakhine Buddhist officials who replaced the colonial administrators. The immigration authorities placed restrictions on the movement of Muslims from northern Rakhine to Sittwe, the state capital. Some 13,000 Muslims who fled during the war and were living in refugee camps in India and East Pakistan were not permitted to return; those who did were considered illegal immigrants.
The rebels targeted Rakhine Buddhist interests as well as the government, quickly seizing control of large parts of the north and expelling many Buddhist villagers. Law and order almost completely broke down, with two communist insurgencies (Red Flag and White Flag) in addition to the mujahidin, as well as Rakhine nationalist groups, including the (Marxist) Arakan People’s Liberation Party, in the south of the state. An embattled Burmese army, facing ethnic insurgencies across the country, controlled little of Rakhine other than Sittwe. In the violence and chaos, relations between Buddhist and Muslim communities deteriorated further. Many moderate Rakhine Muslim leaders rejected the mujahidin insurgency, even vainly asking the government for arms to fight back.
It was not until 1954 that the army launched a massive offensive, Operation Monsoon, that captured most of the mujahidin mountain strongholds on the East Pakistan border. The rebellion was eventually ended through ceasefires in 1961 and defeat of remaining groups, leaving only small-scale armed resistance and banditry. Partly in response to mujahidin demands, partly for electoral reasons, in 1961 the government established a Mayu Frontier Administration in northern Rakhine, administered by army officers rather than Rakhine officials. But the 1962 military coup led to a more hardline stance toward minorities, and the Mayu Frontier Administration was dissolved. This prompted attempts to re-form the mujahidin movement that failed to gain significant local support.
In 1974, inspired by the rise of pan-Islamist movements in the world, the Rohingya Patriotic Front armed group was formed from remnants of earlier failures. It split into several factions, one of the more radical of which became the Rohingya Solidarity Organization (RSO) armed group in 1982. The RSO split in 1986, giving rise to the Arakan Rohingya Islamic Front (ARIF) splinter; in 1998, the two groups formed a loose alliance, the Arakan Rohingya National Organisation.
In the 1980s and 1990s, the RSO had small bases in remote parts of Bangladesh near the Myanmar border but was not thought to have any inside Myanmar. In its highest-profile attack, in April 1994, several dozen fighters entered Maungdaw from Bangladesh, including a group landed by boat in Myin Hlut village-tract, south Maungdaw. On 28 April, bombs they planted in Maungdaw town caused damage and several civilian injuries, and fighters followed up with attacks on the town’s outskirts. The group did not receive strong local support, and security forces, alerted by informants, quickly defeated them.
Regional security analysts viewed the RSO as essentially defunct as an armed group by the end of the 1990s, though it kept an organisational structure in Bangladesh and did training and occasional small attacks on Myanmar security forces into the early 2000s. A Myanmar military intelligence report, cited in a U.S. diplomatic cable in 2002, made the “generally plausible” claim that 90 RSO/ARIF members attended a guerrilla war course, and thirteen also participated in explosives and heavy weapons courses in Libya and Afghanistan in August 2001. Also in the early 2000s, the RSO had an active weapons and explosives training exchange with the militant group Jamaat-ul Mujahideen Bangladesh.
More recently, the authorities have continued to blame the RSO for occasional attacks on security forces in northern Rakhine State, for example deadly attacks on Border Guard Police (BGP) patrols in northern Maungdaw in February and May 2014, including one on 17 May that killed four officers. However, there is no evidence that it retained operational capability after the early-2000s, and armed criminal gangs operate on the border, smuggling drugs and other contraband. The RSO has also become something of a Rohingya militant brand that anyone can use, regardless of connections to the original organisation.

III.Deepening Despair

The anti-Muslim violence in Rakhine State in June and October 2012, though it did not primarily affect the north of the state, seriously strained intercommunal relations. It generated feelings of insecurity in Buddhist and Muslim communities but had the biggest impact on the latter. It also hardened anti-Muslim sentiment and led to increases in Buddhist nationalist hate speech. There were multiple cases of serious anti-Muslim violence across Myanmar the following year, as well as nationalist lobbying for a package of “protection of race and religion” laws widely seen as targeting Muslims.
These were in addition to longstanding restrictions on access to citizenship for most Muslims in Rakhine State. This has led to serious discrimination against these communities, particularly the Rohingya. Permission to marry must be obtained from the authorities, and there are also severe restrictions on freedom of movement outside the village-tract or between townships, limiting work opportunities and access to government services.
In the lead-up to the 2015 elections, the Muslim population in Rakhine State without citizenship cards – nearly all other than some Kaman – was disenfranchised, severing its last connection to politics and peaceful influence. Even those without citizenship cards had voted in previous elections. Crisis Group warned in advance that this risked organised violence.
Compounding the sense among many Rohingya that politics had failed them was that Aung San Suu Kyi and her National League for Democracy (NLD) did not take a strong stand on minority religious rights in general or the Rohingya’s specific plight in the campaign. After coming to power, she did make it a top government priority, chairing a committee on Rakhine State and appointing former UN Secretary-General Kofi Annan to head an advisory commission, but some Rohingya had already concluded there was little hope the new administration would address their demands.
In May 2015, a maritime migration crisis escalated in the Andaman Sea, after a Thai crackdown disrupted people smuggling networks, causing smugglers and crew to abandon boats laden with migrants from Myanmar (mostly Rohingya) and Bangladesh; hundreds were feared to have died. This shut down smuggling routes to Malaysia. When these routes had not reopened by the start of the post-monsoon sailing season in September, it meant a critical escape valve for Rohingya had closed and caused despair among young men who saw migration as their only chance of a better future.

IV.Emergence of a New Organised Violent Resistance

A.The 9 October Attacks

In the early hours of 9 October, several hundred local Muslim men, armed mostly with knives and slingshots and about 30 firearms, launched simultaneous attacks on three BGP posts in Maungdaw and Rathedaung townships near the north-western border with Bangladesh. According to the authorities, nine police were killed; and the attackers, eight of whom were killed and two captured, made off with 62 firearms and more than 10,000 rounds of ammunition.
One of the targets was BGP headquarters, a major installation in Kyee Kan Pyin (just north of Maungdaw town) that was overrun in a multi-phase attack, and from where the majority of weapons were looted. In another indication of the preparation level, the group planted an improvised explosive device (IED) and set an ambush on the approach road to the headquarters, delaying reinforcements and damaging vehicles. The two other targets were a BGP sector headquarters at Nga Khu Ya in north Maungdaw and a BGP outpost at Koe Dan Kauk in Rathedaung, just south of Maungdaw township. The government estimated the total attackers at 400. Several further clashes occurred 10-12 October, including one on 11 October in which four soldiers were killed. Two attacks on 3 November that state media reported as linked to the attackers are more uncertain.
The attacks marked a major escalation of violence in Rakhine and reflected an unprecedented level of planning in a conflict that had seen little organised violent resistance from the Muslim population. They caused widespread fear in both communities, particularly among Buddhist Rakhine villagers, who are the minority in the northern part of the state; some 3,000 of them fled to towns.

B.Response from Government and Security Forces

The military and BGP launched a major operation aimed at recovering the looted weapons, capturing those involved and arresting their helpers. Its intensity likely reflected both the exigencies of the security situation and that the initial attacks and subsequent deadly clashes were seen as a major affront to security forces’ dignity. The BGP commander, Police Brigadier-General Maung Maung Khaing, was removed for “poor performance”, probably due to both intelligence failures (see Section IV.C) and losing his headquarters and its armoury during the attacks; his replacement is a brigadier-general transferred from the regular police.
The Myanmar authorities have consistently referred to “joint operations”, usually indicating that the military is supporting BGP operations. This language began to be used in particular following a “special meeting on national defence and security” on 14 October that brought together the president, Aung San Suu Kyi, the commander-in-chief and others. The normal constitutional mechanism for activating military involvement in such a situation would be declaration of a state of emergency by the president, with National Defence and Security Council approval, as happened three times under the Thein Sein administration. However, Aung San Suu Kyi appears to regard the Council as politically illegitimate, and it has not met under her government, so no state of emergency can be declared. In practice, though joint BGP-army patrols take place, the army has authority over the security response, under its western commander.
The military has indicated it is conducting “area clearance operations” across a section of northern Maungdaw township, which it has sealed off. On the basis of reports from the authorities and non-government sources, it appears to be using something akin to its standard counter-insurgency “four cuts” strategy developed in the 1960s to cut off rebel forces from their four main support sources (food, funds, intelligence, recruits) and largely unchanged since. It involves cordoning off territory for concentrated operations, a “calculated policy of terror” to force populations to move, destruction of villages in sensitive areas and confiscation or destruction of food stocks that could support insurgents.

Operations in the sealed-off area bear many hallmarks of that strategy. After the 9 October attacks, there were multiple reports of suspects shot on sight, burning of many houses, looting of property and seizure or destruction of food stocks – as well as of women and girls raped.Humanitarian agencies have been denied access to some 30,000 people in the sealed-off area, displaced as a result of the attacks and their aftermath, as well as 130,000 previously receiving life-saving aid, with the exception of a one-time food delivery to four villages (6,500 people) on 6 November and the following days by the World Food Programme (WFP); and a food delivery by the government on 18 November to an IDP camp that had formed spontaneously in Thu U Lar village-tract.
Another common element of counter-insurgency operations in other parts of Myanmar is army establishment of local militias. Rakhine nationalists and Buddhist villagers in the north have long urged the government to arm the villagers, particularly since the 2012 violence, as they are greatly outnumbered by Muslims and fear for their security. This is particularly serious in the current context, because arming Buddhist villagers could lead the Muslim armed group, which has avoided attacking Buddhist civilians, to view them as combatant targets.
That would be a major escalation. Worryingly, the security forces have been contemplating the initiative. They have recruited some 120 local non-Muslims in what was initially presented to the Rakhine community and so likely interpreted by local Muslims as raising a BGP militia. The government has clarified that it is an accelerated BGP training program with loosened admission criteria, and trainees will be deployed as regular BGP. But a significant risk remains of blurring lines between civilian villagers and security personnel, even if only in perception. One Rakhine armed group, the Arakan Liberation Army, has been attempting to increase its armed strength in the area to counter a perceived Muslim threat.
The government denies allegations of human rights violations. Lack of media and other independent access makes verification hard, but blanket denials, even of factual claims based on satellite imagery or international media reports from the ground of flight to Bangladesh, are not plausible and undermine the credibility of its other claims. Some counter-narratives clash with satellite data, for example that local Muslim villagers are torching their own homes to get international sympathy or that it is the armed group’s arson. Analysis of that data shows destruction of at least 1,500 buildings.
Some villages were systematically destroyed over days, rather than isolated, geographically dispersed events as would be expected from individuals or small-group hit-and-run attacks. Moreover, much arson took place during military operations when many troops were present – not only at the time of attacks, but also over subsequent days. Troops also have security motivation (denial of access to villages in insecure areas is a standard counter-insurgency tactic, often achieved in the past in other parts of Myanmar by burning villages), while the armed group is reliant on at least some local civilian support.

The government reportedly interceded with the Myanmar Times when one of its experienced foreign journalists reported on allegations of rapes by military personnel. She was fired shortly thereafter, and the paper’s owner put a moratorium on reporting on the Rakhine State conflict. An opinion piece in state media called the reporting “an act of gross unethical journalism” but added that “credit should be given to the media group for … immediately firing that journalist”. Such intimidation has a chilling effect on reporting by other journalists and publications. For example, a reporter from a prominent local English-language publication interviewed a member of the BGP who admitted burning down Muslim homes in the operations area but self-censored the account.
Potentially even more serious is that the repeated blanket government denials, widely disseminated via the state media in English and Burmese, reinforce a climate of impunity for troops that is particularly dangerous in a context of widespread negative sentiments toward the Muslim population at all levels of the military and in society as a whole. The state media has published disturbing opinion pieces, for example one that referred to the Rakhine State situation as caused by “detestable human fleas” that “we greatly loathe for their stench”.

C.A Spiral of Violence

A further serious escalation on 12 November made clear that the attacks on security forces were not one-off and that the armed group was still operational despite a month of intensive military operations.
Government accounts and Crisis Group interviews with villagers, other local sources and members of the armed group paint a broadly consistent picture. At 6:45am, an army column clashed with some 60 members of the armed group in a valley near Pwint Hpyu Chaung village; one soldier died and several were wounded; six attackers were reportedly killed. There were several other skirmishes as the attackers retreated to Gwa Son village. When troops approached the village, the armed group shot at them. Several hundred villagers, armed with whatever they had to hand (knives and farming implements), supported the attackers, seemingly spontaneously. A lieutenant-colonel was shot dead, and the troops retreated, calling in air support from two attack helicopters with mounted machine guns. The helicopters allegedly fired indiscriminately, including at villagers fleeing across paddy fields; videos taken by villagers show several bodies in fields, including women and children.
The same day, there were at least two IED attacks on government forces in the area. A BGP convoy was struck as it crossed a bridge, then came under attack by armed combatants; the authorities report the attackers were repelled and that there were no casualties. In the second incident, an army column was struck by an IED, reportedly damaging a vehicle but without casualties. The authorities have reported several other IED incidents and said that explosives/IEDs were also used tactically in the initial attack on the BGP headquarters.
Following the 12 November clashes, the military considerably stepped up its operations. In addition to using attack helicopters in areas with many civilian non-combatants, ground troops became much more aggressive. Troops entered Gwa Son and surrounding villages on 13 November, shooting at villagers who fled. Videos taken by villagers show several charred bodies discovered the next day in the remains of a house, in circumstances that remain unclear. Many villages were also partially or completely destroyed by arson.
The impact of a “four cuts” operation on civilians is far greater in Maungdaw than in the mountains of the eastern border, where it has been used in the past. Those areas are sparsely populated, communities often have decades of conflict experience, well-developed coping mechanisms and generally better food security. Even there, the toll is heavy. But Maungdaw is densely populated predominantly lowland, communities have almost no experience of armed conflict, and there is pre-existing malnutrition and food insecurity well above critical emergency thresholds. The population was already living on the edge; fear of conflict and abuses combined with a serious livelihoods shock – humanitarian support is almost completely blocked, and food imports from Bangladesh have been disrupted – have led many to flee across the border. At least 27,000 are known to have done so in recent weeks; it would not take much for this to become a mass exodus like 1978 (200,000) or 1991 (250,000).
Violence and abuses are likely to boost support for the armed group. People pushed to desperation and anger, with no hope for the future, are more likely to embrace extremist responses, however counterproductive. With an armed militant group in place and ready to capitalise, the current security response is likely to drive a dangerous spiral of attacks, military responses and increased popular radicalisation. This would also seriously impact the Rakhine and Burman Buddhist communities’ security and livelihoods in northern Rakhine State, where they have long felt themselves an embattled and fearful minority.

V.The Armed Group and its Motivations

A.The Group and its Objectives

Crisis Group has interviewed six persons linked to the armed group: four members in northern Maungdaw and two outside Myanmar. Separate discussions with them, as well as others involved in chat groups on secure messaging applications and analysis of videos released by the group have revealed a partial picture of its origins, structure and objectives.
The group refers to itself as Harakah al-Yaqin (HaY, “Faith Movement” in Arabic). The government calls it Aqa Mul Mujahidin, a generic Arabic phrase meaning “communities of fighters” that it gleaned from interrogations of suspects. Prior to the attacks, even members and supporters at village level were not aware of the real name and referred to it by this generic phrase (and perhaps also “RSO”, which may be why the government claimed that old group’s involvement). After the 9 October attacks, Rohingya communities in Saudi Arabia, other Middle Eastern countries and Malaysia began to ask who carried them out. According to HaY, people associated with the RSO began to falsely claim responsibility and to collect donations on this basis from the Rohingya diaspora and large private donors in Saudi Arabia and the Middle East. This, they say, was what prompted the group to reveal its name, show some of its faces on camera and prove that it was on the ground.
The first video, circulated to Rohingya networks on 11 October and leaked on YouTube the next day, has the name Harakah al-Yaqin overlaid in Arabic script. In the second, uploaded to YouTube on 14 October, the group used this name and warned donors not to trust other groups claiming to be behind the attacks, saying that “some people tried to sell our movement and our community”, a reference to the RSO. Further videos were subsequently released, showing their continued actions in north Maungdaw and stating their demands.
HaY was established and is overseen by a committee of some twenty senior leaders headquartered in Mecca, with at least one member based in Medina. All are Rohingya émigrés or have Rohingya heritage. They are well connected in Bangladesh, Pakistan and possibly India. Some or all have visited Bangladesh and northern Rakhine State at different times in the last two years.

The main speaker in the videos is Ata Ullah (alias Ameer Abu Amar, and, within the armed group, Abu Amar Jununi, the name mentioned in a number of the videos); the government identifies him as Hafiz Tohar, presumably another alias. His father, a Muslim from northern Rakhine State, went to Karachi, where Ata Ullah was born. The family then moved to Saudi Arabia, and he grew up in Mecca, receiving a Madrassa education. This is consistent with the fact that on the videos he shows fluent command of both the Bengali dialect spoken in northern Rakhine State and Peninsular Arabic. He disappeared from Saudi Arabia in 2012 shortly after violence erupted in Rakhine State. Though not confirmed, there are indications he went to Pakistan and possibly elsewhere, and that he received practical training in modern guerrilla warfare. Some twenty Rohingya from Saudi Arabia (separate from the leadership committee), including Ata Ullah, are leading operations on the ground. Like him, they are thought to have experience from other conflicts, possibly Afghanistan and Pakistan. Some Rohingya returned from the camps (official and informal) in Bangladesh before 9 October to join the group. A registered refugee from Nayapara camp in Bangladesh stood beside Ata Ullah in the first video; he disappeared from the camp the night of a 13 May attack on its guard post in which a commander was killed and eleven weapons stolen. Since 9 October, several hundred young Rohingya men from Bangladesh have joined the fight. However, the main fighting force is made up of Muslim villagers in northern Rakhine State who have been given basic training and organised into village-level cells to limit risks of compromise. These are mostly led by young Islamic clerics (known as “Mullahs” or “Maulvis”) or scholars (“Hafiz”) from those villages.
Though it does not appear to have religious motivations, HaY has sought religious legitimacy for its attacks. At its prompting, senior Rohingya clerics and several foreign clerics have ruled that, given the persecution Muslim communities face in Rakhine State, the campaign against the security forces is legal in Islam, and anyone opposing it is in opposition to Islam. Fatwas (religious rulings) to this effect were apparently obtained shortly after 9 October in several countries with a significant Rohingya diaspora, including Saudi Arabia, Dubai, Pakistan, India and Bangladesh. These have significantly influenced many Muslim religious leaders in northern Rakhine State to endorse HaY despite earlier feeling violence to be  counterproductive. The group also has a senior Islamic scholar with it in Maungdaw, a Rohingya from Saudi Arabia, Mufti Ziabur Rahman, who brings religious legitimacy to operations and has authority to issue fatwas.
Information from members and analysis of its methods indicate that its approach and objective are not transnational jihadist terrorism. It has only attacked security forces (and perceived threats in its own community), not religious targets, Buddhist villagers or civilians and family members at the BGP bases it hit on 9 October. It has called for jihad in some videos, but there are no indications this means terrorism. Unlike all previous such insurgent groups (see above) and for unclear reasons, it does not include “Rohingya” in its name. Its stated aim is not to impose Sharia (Islamic law), but rather to stop persecution of Rohingya and secure their rights and greater autonomy as Myanmar citizens, notwithstanding that its approach is likely to harden attitudes in the country and seriously set back those goals. It is possible, however, that its objectives could evolve, given its appeals to religious legitimacy and links to international jihadist groups, so it is essential that government efforts do not focus only or primarily on military approaches, but also address underlying community grievances and suffering.
HaY’s modus operandi is similar to the now-defunct RSO as well as many ethnic armed groups in Myanmar – but it faces much greater hurdles than the latter given rejection of Rohingya identity by the government and most of the country. Though the government has claimed close links with RSO, it is a distinct group that is more a reaction to perceived RSO failures than an evolution of that group (see Section IV.C below) – hence Ata Ullah’s RSO criticism in the second video. As the RSO has become something of a brand associated with Rohingya militancy by both Muslims and the authorities, it is not surprising that the government has identified the attackers as linked to it. But institutional ties do not appear to exist, though there are some efforts to recruit around 200 Rohingya in Bangladesh trained since 2012 by an ex-RSO military commander, but never deployed due to lack of an organisational structure that HaY may potentially now offer.

B.Communications and Social Media Environment

Much of HaY’s communications and planning was over encrypted messaging applications such as WhatsApp and Viber, as well as WeChat (which does not have end-to-end encryption). Use of these has become widespread across Myanmar over the last few years, as mobile voice and data connectivity have been rolled out along with $20 smartphones (people close to the border have had access to these opportunities for much longer, by connecting to Bangladeshi networks). Myanmar is one of the only countries where Viber is the dominant messaging app: the company claims 25 million unique users as of October 2016, out of a 51.5 million population. Such tools have significantly lowered communication and organisation barriers for communities in northern Rakhine State, something that the draconian movement restrictions in place for decades can no longer prevent.
The preferred messaging app among Rohingya is WhatsApp. This is probably due to its much greater popularity internationally and the fact that Rohingya use these apps to keep in touch with family overseas and the diaspora more generally. Crisis Group identified more than 50 WhatsApp groups in use in northern Rakhine State, each with as many as 250 members, and including diaspora Rohingya around the world. These are mainly used for social interaction and information sharing, not nefarious purposes. Some individuals are members of ten to twenty WhatsApp groups and can also easily share information from group chats with their individual contacts. In the wake of the 9 October attacks, these have been used to quickly disseminate information about security threats and other urgent issues. They are likely also an important source of HaY operational intelligence.
Since the Rohingya dialect of Bengali does not have a written form, much of the communication over these applications uses audio files or voice messages.

C.Planning and Operational Strategy for the Attacks

Crisis Group interviews with HaY members and other well-informed sources in Myanmar, Bangladesh and the Middle East, cross-referenced with additional information, including Myanmar government reports based on interrogations of captured HaY and from regional diplomats and security analysts, have revealed a fairly detailed picture of the planning and operational strategy behind the attacks.
HaY’s formation and planning for operations were initiated in the wake of the 2012 violence. Active recruitment of local leaders began in 2013, then training of hundreds of villagers they recruited, mainly from Maungdaw township, since 2014, initially in Bangladesh and then more intensively in northern Rakhine State. Training was in small batches to avoid attention, a village at a time, so members would not know the identities of other trainees, and primarily in the hills of the Mayu range along the border of Maungdaw and Buthidaung townships, as well as possibly in the compounds of some large houses in villages. It included weapons use, guerrilla tactics and, HaY members and trainees report, a particular focus on explosives and IEDs. It was given by Rohingya veterans and Pakistanis or Afghans with experience of recent operations in those countries and possibly elsewhere and took more than two years to complete.
During this period, the group apparently killed several informers among the Muslim villages of north and south Maungdaw and others they feared might reveal their plans. It also paid significant hush money to potential informers. Following the training, two Saudi-based senior leaders spent a month in northern Rakhine State, around August 2016, selecting targets and determining how and when the attacks would take place. Once they left, the intention was to obtain weapons and ammunition for the hundreds of trainees. Plans were also made to deploy at least four experienced doctors with medicines and supplies and to train locals as medics to assist them. From roughly late August, there was an increase in the killing of known informers within the Rohingya community.
The claimed objective of the operation was to take complete control of Maungdaw township, cut off communications with Buthidaung to the east and establish military posts on the ridges of the Mayu range between Maungdaw and Buthidaung, creating a defendable liberated area in the same manner as the larger ethnic armed groups in Myanmar’s eastern borderlands. After this, the intent was to attack the northern part of Buthidaung – a very ambitious plan that would give complete control of the Bangladesh border – as well as parts of Rathedaung.
 Now that it [HaY] has established its legitimacy and capability with attacks, it is unlikely to face funding constraints. 
This plan had to be changed. In early September, after the two senior leaders left, two informers in U Shey Kya village-tract, close to Nga Khu Ya where one of the 9 October attacks occurred, revealed the identities of eight local HaY members to the BGP, which arrested them on 12 September. They were interrogated and allegedly tortured (including electric shocks and denailing). HaY arranged a bribe to the BGP of 3 million kyat (about $2,300), and five were released on 16 September. The remaining three were freed on 28 September, after a bribe of more than 40 million kyat (over $30,000). On 30 September, HaY reportedly killed the two informants, leading to BGP night raids and arrests in the area that prompted several families to flee to Bangladesh. The authorities subsequently began large payments to informers in north Maungdaw to draw up lists of villagers in their area engaged in illegal activity, some of whom fled.
Additionally, local people say, an IED that accidentally exploded in Ngar Sar Kyu village-tract around 7 October while it was being prepared drew the attention of the security forces. According to members of the group, HaY saw that the net was closing and decided that though its preparations were not yet complete, it had to make an emergency plan and launch its operation on 9 October, ahead of schedule.
Though done hastily, the attacks showed some sophistication, including diversionary tactics; blocking reinforcements with a complex attack (IEDs plus armed assault) on a convoy some distance away; and felling of trees across roads to halt military vehicles. It is unclear where the explosives came from, but a foreign expert described the IEDs as crude but not completely amateurish.
The group was able to organise widely, pay numerous potential informers in northern Rakhine State prior to the attacks to keep them quiet and large bribes to the security forces to free detained militants. Now that it has established its legitimacy and capability with attacks, it is unlikely to face funding constraints. It seems to be receiving funds from the Rohingya diaspora and major private donors in Saudi Arabia and the Middle East.It may also attract the attention of international groups interested in more than funding (see Section IV.E below).

D.Level of Local Support

It would not have been possible for HaY to establish itself and make detailed preparations without the buy-in of some local, particularly religious leaders and local communities in northern Rakhine State. Yet, this has never been a radicalised population; that some now embrace violence reflects deep policy failures over many years.
The community follows a conservative Islam, but not in general a radicalised one, and even as people saw their rights, livelihoods and hopes eroded, the vast majority of religious leaders and the population as a whole continued to eschew violence, which they considered likely to prompt further discrimination and undermine the objective of achieving recognition and rights within Myanmar. But in the wake of the 2012 violence, a segment of the population began more active consideration of organised violent responses. While a minority view, it was driven by influential individuals, including some of the younger generation of religious leaders in northern Rakhine State, who began to break with the views of community elders and older clerics. It was these people and their followers who started the organisational and training activities on the ground that were well under way by mid-2014.
With the 9 October attacks, views began to shift. Initially, there were intense debates within the community, which played out on WhatsApp group chats. Some felt they were “dying slowly day by day”, and that after years of desperation and hopelessness, someone was standing up for them. But there was considerable criticism of the group in WhatsApp for not consulting or warning the community before the attacks and not considering the very serious consequences. It appears to have been the issuance of fatwas shortly after the attacks that was decisive in convincing many throughout Maungdaw to support HaY’s approach.
 Following the success of the attacks, some youths take the view that the group has achieved what their fathers and grandfathers could not. 
HaY leaders also seem to have been effective in this regard. The local commanders, about twenty Rohingya from Saudi Arabia including Ata Ullah, had been working on the ground with the trainees and local leaders for a long time, living with local people unlike the leaders of Rohingya armed groups in the past. Several village leaders who have observed the activities of HaY’s leaders say they were impressed by their dedication, sincerity and strong commitment to their cause; as a result, they gained increasing trust and support from villagers. Following the success of the attacks, some youths take the view that the group has achieved what their fathers and grandfathers could not.
An important part of HaY’s success, local community members say, is that these twenty or so leaders had good, secure lives in Saudi Arabia, the dream of many Rohingya, but were seen to have sacrificed comfort and prosperity to live beside impoverished villagers, without wearing shoes or good clothes and eating the same meagre food. That persons with so many other options were willing to take such risks convinced many locals the group was sincere and committed. This overcame doubts about joining or supporting an armed insurgency. Now, after two rounds of attacks and a brutal security response, it appears that a sizeable proportion of the area’s Muslim population and the diaspora support or are sympathetic to HaY, even if the ferocity of the military’s response causes some to flee.
At the same time, HaY also relied on threats and intimidation to ensure its survival. It has killed some suspected informers and drawn up a hit list of others. In addition to the killings in the lead up to the 9 October attacks, a Muslim man who used to work as a BGP cook was abducted by fellow villagers in Laungdon village-tract and found in a paddy field on 31 October with his throat cut; on 3 November, a former U Shey Kya village administrator was similarly found dead, as was a 100-household leader in south Maungdaw on 17 November. These killings were done in the same gruesome way, presumably to inspire fear, while there have been no attacks on Buddhist civilians.

E.Links with International Jihadist Groups

There is some limited information on links between HaY and international jihadist groups. It is not surprising that such links exist, given the recruitment over several decades of vulnerable and marginalised Rohingya refugees and migrants by militant groups, initially mostly in Bangladesh, for deployment there and elsewhere. However, HaY’s public statements and modus operandi, as well as interviews with its members, all point to this being an insurgent group targeting Myanmar security forces and aiming – albeit in a way likely to be counterproductive – to obtain rights for the Rohingya in Myanmar, along the lines of previous mujahidin groups in Myanmar (see Section II above).
With that important caveat, the information on connections with international groups is as follows. First, members of HaY say Ata Ullah and the non-local fighters with him are well trained and experienced in guerrilla warfare; their tactics and operational success appear to confirm this, particularly their use of asymmetric methods and weapons such as IEDs, albeit crude ones. Such training and experience imply at least some links with international extremist groups. HaY members confirm that their leaders are well connected in Bangladesh, Pakistan and, to a lesser extent, India; the Myanmar government says its interrogations reveal that training was provided in Bangladesh and Pakistan. HaY recruits have also been instructed in Rakhine State by both Rohingya and Pakistani or Afghan trainers, according to members of the group and local people.
Secondly, the Rohingya cause has been used propagandistically by international jihadist groups for several years. Examples include threats against Myanmar by Tehreek-e-Taliban Pakistan (2012); calls by an Indonesian extremist leader for Muslims to wage jihad in Myanmar (2013); threats by the IS leader to take revenge on Myanmar and several other countries for abuses against their Muslims; promises to rescue Muslims in Myanmar and elsewhere from “injustice and oppression” in the formation announcement of “al-Qaeda in the Indian Subcontinent”; frequent citations in speeches as recently as 2015 by Hafiz Muhammad Saeed, head of Pakistan’s Lashkar-e-Taiba militants, to the “atrocities on Rohingya Muslims” and calls for revenge; offers of resources and training facilities by Tehreek-e-Taliban Pakistan in June 2015 to help Myanmar Muslims “take up the sword”; and a call in the April 2016 issue of IS’s Dabiqmagazine by Bangladeshi militant Abu Ibrahim to help oppressed Muslims in Myanmar in every possible way, but stating that it was not a current operational focus.
Beyond these statements of solidarity and calls for support, there has been little evidence that Myanmar is an operational priority for such groups. There appear to be some other forms of cooperation or assistance, including training (discussed above) and funding, as well, potentially, as provision of weapons and explosives, which HaY currently seeks in Bangladesh. According to security analysts, small arms and military-grade explosives are available there, and procuring them should not be too difficult if the group has connections with regional arms traffickers or Bangladeshi or regional militant entities. There are no indications of any significant presence of non-Rohingya fighters.
Such links appear driven by umma (Islamic community) solidarity and do not imply convergence between HaY and international jihadist groups on ideology, strategy or tactics. HaY’s objectives and tactics and its focus on security targets suggest that it is Rohingya rather than transnationally focused. It is necessary to be careful not to over-interpret the significance of the international links noted above or leave unchallenged efforts by some Myanmar officials, politicians and other leaders to portray HaY as part of the global jihadist movement. Nevertheless, the longer violence continues, the greater the risks become of such links deepening and potentially becoming operational.
Recent minor explosions in Yangon do not appear directly linked to Rakhine State. Crude homemade devices were set off on 17, 20, 24 and 26 November at two shopping centres and two immigration offices, one inside the fairly secure regional government office. There were no casualties, only minor damage. The location of the devices in bins and toilets and the timing of blasts (after work hours or on public holidays) appeared designed to avoid casualties. Police arrested several suspects said to be Muslims on 26 November, but no further details have been released. Targeting of immigration offices, which are also responsible for citizenship verification, suggests a possible link to the Rakhine situation. If so, however, it more plausibly was an unsolicited expression of solidarity or anger at the security response than a direct attack, which might be expected to have been more dramatic. However, it does perhaps indicate existence of individuals with an intent and capability to access (semi-)secure locations that potentially could be utilised by those with the technical expertise and materials for a major attack.

VI.How Should the Government Respond?

Emergence of a new Muslim armed group in Rakhine State is a serious threat to prospects for stability and development there. The government faces a big challenge in calibrating its political, policy and security responses to ensure that violence does not escalate and intercommunal tensions are not inflamed. It also requires taking due account of the grievances and fears of Rakhine Buddhists.
Failure to get this right carries enormous risks, so it is important that any response starts from an appreciation of why a violent reaction from some in the Muslim population of Rakhine State has emerged now. For many years, this population has seen its rights eroded and its progressive marginalisation from social and political life. This became particularly acute at the time of the 2012 anti-Muslim violence in Rakhine. In the wake of that violence, and seeing no likelihood of improvement, some Rohingya in northern Rakhine State and the diaspora began contemplating taking up arms and made initial preparations to launch a new insurgency (see Section IV.C above). A leader of this initiative with whom Crisis Group met in Bangladesh in 2014 described the group’s plans and made clear the objective was for the community to live as Myanmar citizens with rights respected by the state, and was not separatist, anti-Buddhist or transnational jihadist.
Three key developments in 2015 are likely to have cemented the group’s resolve to launch an insurgency and created a much more fertile recruiting ground for it: disenfranchisement of Muslim voters, lack of hope of a political solution and the shutting down of migration routes to Malaysia (see Section III above). The authorities have a responsibility to respond to the deadly attacks on BGP bases. At the same time, an effective security response must be set within an overarching policy that addresses the sense of hopelessness of Muslims in Rakhine State. This is not yet a radicalised population; community members, elders and religious leaders have previously eschewed violence as counterproductive. While increasing despair has driven more to consider violence, it is not too late for the government to reverse this if it recognises that the population has lived in the area for generations and will continue to do so and resolves to give them a place in the nation’s life.
